Harvey Dent was dead. That was what had been said for months now. That was what the public had heard during the memorial ceremony. Indeed, half of the story is true. Harvey Dent is dead, but not entirely. In fact, the few who know his entire story can honestly say that the man Gotham City knew and loved was only half-dead. The half that society knew, at least.
Discovering that the man he supported and longed to save was merely lying unconscious on the cold ground, Gordon had found himself in a desperate situation. Despite Dent being very well much alive, no longer was this man Harvey Dent, the White Knight of Gotham City. So when the city was told that Harvey Dent was dead, this was the truth. However, what they didn’t know was that a man with half his face burned off was now given residence at Arkham Asylum, and underwent treatment for his concussion and some broken bones. Other than his broken mental state, and the fact that he’s missing skin on half his face, the crew at Arkham said he was in fine condition. They were, however, troubled by the fact that he only wants to be referred to as Two-Face.
“But I know the truth: there's no going back. You've changed things ... Forever.”
The citizens of Gotham were dumbfounded when they heard the results of the ‘Joker trials’. While it was given he was to be ruled insane, many longed to see the man in a high security prison. Not Arkham. My my my, seems like the asylum is getting rather filled lately. If Arkham had better security, then the people might not have minded as much (though many wished to see this psychopathic clown dead). But the truth is, despite the large shipment of insane criminals they seem to be getting, the security at Arkham has been getting worse and worse as time goes on. Not to mention, many psychiatrists and guards have retired due to exhaustion from the asylum’s inhabitants, thus requiring the enrollment of rookie guards and psychiatrists, most of whom have little to no experience in handling insane people.
It’s almost as though the city is just asking for chaos to be re-released. It’s only a matter of time.

And what of Batman? After all, he is the only Knight left to defend Gotham. Despite Bruce’s wishes of a time Gotham no longer needs Batman, the fact is, Gotham needs the Dark Knight more than ever. Despite the deaths he allowed to be blamed on him, and despite the law issued that if encountered, the police should be contacted and he should be arrested on sight, the citizens depend on him even more. With the Bat Signal destroyed, criminals are falsely assuming a sense of security, that the Batman wouldn’t dare show his face now.
When in fact, there’s more work to be done than ever. Batman has become even more reclusive than thought possible, but despite this, the city is still protected by the wanted vigilante. And the criminals, and the remainders of the mob should watch out.
“Endure, Master Wayne. Take it. They'll hate you for it. But that's the point of Batman, he can be the outcast.”
As for Bruce Wayne, though he does not show it, the death of Rachel Dawes seems to be gnawing away at his heart. Those close to him, such as his steadfast butler, have noticed a slight change of disposition, but not commented. The man seems to keep a mask on, even when he isn’t Batman, and it is difficult to tell which is the real Bruce Wayne. The manor is finally finished, but Bruce is hesitant to go back to living in his childhood home. Rachel’s death, the Joker’s acts of chaos, and even Harvey Dent’s transition into Two-Face has left the man broken and disturbed.
"Spying on 30 million people is not part of my job description."
And who could forget the citizens of Gotham. Most of them are trying to lead as normal of a life as they can get. Those who were in the boat during the Joker's 'Social Experiment' feel a somewhat closer connection to the city around them and it's people. That maybe, the city is finally out of the darkness. Of course, there are others who feel as though the worst has yet to come.
"See, I'm not a monster...I'm just ahead of the curve."
